Refuelling is an operation of high risk with regard to oil spills and fire hazard, and must be treated with great caution. Because refuelling procedures will vary slightly (i.e. refuelling from wharf tanks, bunker barges, road tanker and mother vessels), it is important to establish a suitable checklist which is suitable for the vessel and the context the refuelling operation is being performed in.
The refuelling checklist available from Maritime Safety Queensland is a good starting point.
Refuelling Checklist
When refuelling take the following into account:
- Calculate fuel volume to take on, flow rate at fuel nozzle and time to take calculated volume of fuel on board
- When required, notify the appropriate authorities
- Secure ship, but have arrangements for quick un-berthing
- Stop engines and all machinery
- Shut off all possible sources of ignition (for example, lpg, electrical circuits, communications)
- Eliminate smoking and naked flames in the vicinity
- Place signage ‘no smoking, fuelling in progress’
- Avoid hot work (eg welding)
- Display the lights and day signals (code flag b – red burgee) during the operation
- Have a suitable extinguisher (foam or dry chemical) nearby
- Seal all nearby scuppers
- Personnel off and ship closed up to exclude vapours
- Have pollution preventive tools (absorbent material) in readiness
- Attend to earthing requirements (eg static electricity)
- Ensure fuelling point is attended at all times and rapid shut-off available
- Monitor tank levels during filling
- Supply a container to catch spillage when supply line is disconnected
- Clean up and render safe all spills (apply foam to large spills)
- Ventilate all lower compartments and engine room after refuelling
- Remove portable tanks for filling
